Sure you can.
game /ɡeɪm/ 1. an activity that one engages in for amusement or fun.
We play these games for fun, and players should do what they want because we're all here to have a good time. There's no obligation to do anything but try to have fun and win; any further restrictions on players' actions by mods is unnecessary (and at the mods' discretion). Taking time out of trying to have fun and win to do something that will contribute to neither of those things seems to directly counter the rules you cited.
My confessional told me this was what it was for:
'Only you, the Moderators and the Spectators will see what you post here. However everyone will have access to it postgame. Feel free to share your thoughts and point of view on the game. Spectators will also ask you questions on occasion, feel free to answer them. There are no guidelines to what you can post in your confessional, though occasionally you will be required to post private individual challenge submissions here. Otherwise, the virtual sky is the limit! Roam the open fields of Hyrule and report to us your findings so that we may be part of your adventure.'
That makes it pretty clear that the confessional was a tool to be used how I wanted it to be used.

I love writing confessionals, it's so fun. I can write whatever I want and show off all the cool stuff I'm doing. Then again I kind of am that guy who just loves to get applause so yeah.

Also I love confessionalizing, it's just hard to read specs after be like "omgah they wrong they dumb ugh they frustrate" because it's like "what's the point if I'm just gonna get chastised after?"
I guess what I'm saying is, I think the only thing it should be required to be is whatever the player wants it to be and that's just fine tbh.

Okay but the real goal of the games is to get the specs to be like "omg he wrong he dumb" and then keep surviving against all expectations and completely baffle the spectators

Like as much as we complain about epona, I think her confessional is basically as interesting as the game she's playing right now. It's literally just do nothing, be friendly, people default back to that good relationship when things go weird.
A boring game doesn't make for an interesting confessional, really.

It's just defeating to read afterwards, especially if you thought you were doing well. I would almost put Hunnie in that category because some of this stuff is not going to be fun to read.

If you think Epona is doing nothing, you're not paying attention. Or you very specifically define what is or isn't doing something. Social play *is* doing things and it's not as simple as just be friendly. There's planning that goes into it and a lot of saying the right sort of things to the right people to get what you want to happen without you being a person who leaves because of it. The goal is not to be entertaining for anybody, you play the game the way you want to and you share what you want, the goal is to have fun and win in the way you can and choose to, nothing else. If your goal when you play is to be entertaining for the specs and get them to be confused and grump about you, more power to you, but at not point should that be a requirement for all players. And at no point should spectators really be demanding things from players they never agreed that they were going to do. That's unfair and the kind of thing that is incredibly discouraging to read after a game and doesn't make you want to come back or give more. Look at Horse, they don't confessionalize as much because of how past spectators have reacted to them and interacted with them. We should do better to remember to be better to the players and remember that this game is hard and we shouldn't be making it harder for them.

I generally am bad at confessionalizing. Mainly because no one typically reacts in my confessional. So I feel like I am just talking into just air, and it's just better to keep my thoughts to myself for the most part

Here's my 2 cents on the topic.
If players don't want to do much in their confessional then that's up to them, this is their game and not yours. Yes it's great when a player talks to us and we know more about how they're playing but realistically it's not their job to do that.
It's also not helpful to the players for us to be shitting on them for not doing confessionals as often as we'd like (and I know I'm guilty of this too)
And another thing, nobody can judge the players for their confessionals if you're not actively posting there too, it can't be all take take take without giving something too.
For the first half of the game specs barely posted in confessionals. As a player I know I've been bored of my confessional because spectators aren't talking to me so what's the point in talking to them.

To be more precise, epona is pushing nothing. Meaning she's not doing anything worth confessionalizing about. I know from experience it is very hard to make confessionals when you're playing a static game because it's literally just "yep still on the grind to victory, same allies, same deals, nothing new to report"
That is not a criticism of epona's game, the fact that she is still alive and well positioned (this comment may or may not age well considering people are talking about taking a shot at her) should be enough to show that. Static games can be and sometimes are winning games.
The thing about social focused players is that in the real show they're hard to edit as well and usually when someone comes out and says "X is a social threat" you as the viewer just say "huh? this person is social?", because showing clips of two people talking isn't that interesting to watch and never actually gets aired. Similarly, "I am very social and good at telling people the right things" doesn't make it into the confessional of the person actually doing it.

So to quickly explain...the real reason we had them do Majority Rules:
We've tried to not be random with anything we've done during the game, everything happens for a reason (such as the popular tribe v unpopular tribe)
This round we wanted to try and pair players up with their least favourite player and used what they sent in for Majority Rules to do so
